South Florida Real Estate Developer Rishi Kapoor Sentenced to Over 11 Years in Prison for $89 Million Fraud Scheme

Rishi Kapoor, a former rising star in South Florida's commercial real estate scene and ex-CEO of Location Ventures, was sentenced to 11 years and four months in federal prison for his role in an $89 million real estate fraud scheme.

U.S. District Judge K. Michael Moore handed down the sentence in a Miami federal court. Kapoor, who entered guilty pleas to charges of money laundering and conspiracy to defraud the United States through unremitted payroll taxes, appeared in court in a beige jumpsuit and shackles.

During the sentencing hearing, Kapoor expressed remorse for his actions. "I fully accept responsibility for my crimes without hesitation or excuse," Kapoor stated, acknowledging his "sins and crimes" and apologizing to impacted investors, former employees, and family members.

Misappropriated Funds and Unbuilt Developments

Federal prosecutors detailed how Kapoor raised nearly $89 million from over 50 investors for commercial and residential developments spanning Coconut Grove, Miami Beach, Coral Gables, and Fort Lauderdale. Rather than using the capital strictly for designated construction developments, Kapoor systematically diverted funds to cover personal luxury expenses, plug financial gaps in other projects, and make down payments on personal assets.

Among the misappropriated funds highlighted by prosecutors was an $820,559 transfer from personal bank accounts used as a down payment toward a $5 million, 68-foot luxury yacht purchased in 2022. In another instance, deposits from buyers of Miami Beach pre-construction condominiums were diverted to acquire land in Montana.

The court ordered Kapoor to pay at least $70 million in restitution to defrauded investors and lenders, alongside over $800,000 to the Internal Revenue Service (IRS) for unpaid payroll taxes.

A Sharp Fall From South Florida's Elite

Before the collapse of Location Ventures and its subsidiary URBIN in mid-2023, Kapoor had cultivated strong ties within South Florida’s business and political circles, including connections with local municipal leaders.

The criminal sentencing follows a 37-count indictment returned earlier in the year and concludes a lengthy investigation into Kapoor’s business entities, which also faced separate civil enforcement action by the Securities and Exchange Commission (SEC).
